CNMC decided to use the code of the RTR-NetzTest tool, made openly available by the Austrian National Regulatory Authority (Rundfunk und Telekom Regulierungs, RTR), as the basis for developing CNMC measurement tool, as well as the structure of the crowdsourced quality of service measurement statistics offered by RTR-Netztest on its portal. The Netztest source code serves as the basis for the applications of many European regulatory authorities.

The integration and development of the CNMC Speed Test service has been carried out using CNMC’s own resources.

To ensure that measurements are independent for all telecommunications operators, the measurement servers for the CNMC Speed Test service are located near the Espanix internet exchange point in Madrid. The operation of the applications, measurement servers, and related telecommunications is managed by CNMC.

Mobile applications

These have been developed based on the open-source Nettest code provided by the Austrian national regulatory authority RTR, by the “App Factory” of the Ministry for Digital Transformation and Public Service, in a shared development environment promoted by the General Secretariat for Digital Administration to facilitate the creation of mobile apps for the entire General State Administration.
